In a historic first, the National Weather Service issued a tropical storm watch Friday for San Diego County, warning that cyclone Hilary will produce prolonged and potentially deadly rains, widespread flooding, and winds that could stress power lines countywide. The outer bands of Hilary, which is currently a Category 4 hurricane near the southwest tip of Baja California, also could spin off tornadoes and generate dangerous long-shore currents during the height of the summer beach season.
